A little bit of an update.
I decided to go with a different base. Foam core board is great but you really need some stiff base for it to sit on. I went with lauan. The old one was something I had. I pulled out some 1/4 plywood and cut a simple rectangle the size of the building. This will sit on the larger base with the exterior...alley, sidewalk, street, etc. I haven't decided on all that and didn't want to get hung up on that little detail. This will let me work without getting stuck on any decisions.
I used normal styrfoam sheeting for the floor. This gives me a step-up from the ground and gives me a decent base to fix figures and stuff. I'll cover this with sheet styrene or maybe...possibly tile it. I thought about a wood floor but, I've talked myself out of that.
The original idea was to place the stairs to the office behind the bar. I'm thinking about placing it in the main room, against the back wall per the infamous red arrow. That's a big open blank area and it should help fill up some of that blankitude. The stairs may be moved out a bit. It's kind of odd to have the stairs directly at the entrance door to the upstairs office. So I'll either add a small landing or something....in front of the door.
With the stairs being moved it changes the configuration behind the bar. Maybe a small futuristic kitchen (microwave and freezer), storage, and maybe toilet facilities. I'm not sure about the restroom though...do people go potty in the future? Or do they meditate and it goes away? I doubt anyone will get that meditate reference except us Yanks. But I'm getting off-track...
I cut the first window. I'll probably do windows all around the office, including the front to allow the boss to peep down on the bar below. The props and blue things will be ceiling fans. That should help fill up the empty space. The wooden sticks are going to be used for the stair steps.
Once I get the windows and doorways cut, I should be able to start fixing the walls sections together permanently.

I'm starting to think ahead on the other figures. By the way, I'm using the kit supplied names as much as possible. Marylin (left) is set to be a crime enforcer/merc. She'll probably follow along the lines of the tailed figure. Samantha (right)...I haven't decided yet. It's a difficult pose to accommodate. I need to include more patrons.

No name is given for the left side figure, so I'll call her Katerine for the time being. This was originally intended to be the law enforcement figure. Bdala has assumed that role. I might make her the Boss and sister to Jacqueline. Ali (right)was originally set as the Boss. Her image contrasted heavily with that of the eccentric Jacqueline. Instead, I think Ali will become the Boss' right-hand...she deals with the business side of things but avoids getting her hands dirty.

This figure...I'm back and forth on it. Betty was going to be the law enforcer figure for a bit. Her pose is so stiff, it really limits what she can be used for. Another thing, MBL has molded her fingers to the flag pole. I might stash this one and use it as a statue for one of my VAL projects.
Anyway, that's it for now. I pretty much have the layout nailed down and should lock that down in the next day or two. I've got a few more figures on the list for the next order so that should help flesh the scene out.

Just a quick update.
I added the rest of the other windows and the main doorway. The cut is set up to infer that you are seeing about half the interior. I'll probably cut a small window or two in the kitchen and restroom area...as well as a rear service entrance. I angled the roof just to make it less blocky. And of course, the walls are all glued together. 
Another thing I did was add a mount slot for the upper level floor. Initially this was just a wooden strip to rest the floor piece on. I added the other lengths to serve as a slot so that I can add and remove the floor as I need to as I build, paint, make changes, make changes again, etc.

One idea for Samantha would he having her sit on the bar looking at a patron, possibly trying to convince him to buy her a drink....

I'll probably do something with her along those lines. Samantha's outfit is...limited. I'm debating on making her role...patron, staff, etc. By the way, Samantha's breasts are molded separate. I found that humorous and a bit fitting.But yeah that may be how I go with her. Originally, Bgala (barfly version) was to be hitting on ANton. Now that she is the LAW...there's an opening for that.
Another quick update.
I used flat wooden sticks. I have found the best way is to make the side runners and fix them with temporary cross supports. Pre-cut the steps and back-risers and fit them each. I used carpenter's glue of the Elmer's variety.

Done.

I probably need to try to finish up some of these figures. So that's probably what I'll have for the next update. To be fair, it may be kitchen items or a stripper pole. I actually need some furniture for the Boss' office. I'm thinking dollhouse items might work. I'd like to use Victorian Era decor to contrast with the cyber club cantina. That's not set in stone though.

I haven't given up on this one...though I was close to changing the setting from a cantina to something else.
So we start back with work to the elevated office. Figures posed to demonstrate size and stuff. As an aside, if the large open area is too large and open looking, I might add a catwalk from the top of the stair to in front of the office. It sort of fits with saloon criminal hangout idea. I like the idea of having a catwalk running the length of the walls but that would require a redesign of the layout.

I went ahead and started adding the trim-work for the doors and windows. I used wooden sticks. I used white glue to fit them, then removed them for painting. I went with white.

Another change. Instead or the straight bar I changed it to a L-shaped bar. This changes the definition of the bar area and that end of the building. I cut the original bar to mock-up, but I'll eventually remake it.

Time to toss some paint on this puppy. I wanted to go with the office as a different color than the rest of the building. I painted it tan. I might get all fancy dandy and try to spiff it up later. The rest of the building I shot primer gray. Also, I hope the gray covers some of the test marks I made for windows and such. One thing I did notice is the paint caused the covering paper of the foam-core board to lift wherever it wasn't glued down. I noticed these areas were near cut-away areas so it realy only comes into play around door & window cut-outs and the edges.

I added a service door and window behind the bar. There's probably some safety codes requiring it, but it also adds details to that area.

The outside is pretty blank. I'll probably add some trim-work to break that up. I used wooden strip to test but I might use something else.

Back to the kitchen. I started squeezing the gray matter to at least start planning out the kitchen area. The best place for a walk-in freezer looks to be behind the staircase. I went ahead and cut a freezer wall. I'll add raised doors, but I'm not worrying about the inside. It's just the normal foodstuffs you'd see in a cyberpunk vampire crimelord's bar...kegs, frozen chicken strips and tater tots (favorites of demonic mercs in the future), and blood of various varieties...though the boss keeps the good stuff up in her office.
Anyway, the rest of the kitchen will be counters and storage with basic appliances. It doesn't have to be huge...it's not like they are feeding alot of people. I figure alot of the meals would be microwave heated. I can only imagine what will pass as food in the cyberpunk future.
Anyway, I got a bit done on this one. I've really been playing around with the foam core board. Been working on the tank restoration garage...I'll post something on that soon...lots of changes on that one. And I have been playing around with a neat idea for the VAL stuff...imagine a post takeover scene...it's based on a Roman villa. And, a little something-something I have planned for Halloween. Basically, it's all an excuse to build buildings.
